The one big development that could allow a much bigger China would probably be semaphore towers i.e. rapid communications more complex than smoke/fire signals.
Rapid communications is very, very crucial to administrating an empire.
I'd see basically everything east of Bengal being slowly engulfed over a period of 2000 years starting with Han China, and probably subduing the Steppes nomads into ranching and mining as well. And then once you break past the Malay barrier, discovering Australia isn't too hard. And then follow the Polynesian stories into the Pacific... and maybe go from Penglai (New Zealand has 3 main islands, as per Penglai... even though OTL it referred to Okinawa of the Three Mountains) east to find Fusang. Sure, the overseas possessions would have much larger communications lag, but they can be considered peripheral regions established in the name of "spreading Han civilization to the barbarians and uplifting the world" (just don't pay too much attention to the trade balance and all the raw material extraction, ahem).
The sciences would take great advances on discovering the seasons' differences in the Southern vs Northern hemispheres, I'd think.
