Derek Senior's memorandum of dissent to the findings of the Radcliffe-Maud Commission on local government in England, as mapped by
@Utgard96 here, included a proposal to give Berwick-upon-Tweed and the surrounding area special status from the rest of local government in England. Although like all of his ideas it's a bit too much, this one could gain traction and wind up in the eventual report. If the Report is enacted upon with special status for Berwick-upon-Tweed then if a Scottish Assembly also comes to be it might find itself included in the electorate for that body.
Of course, no one would ever actually say Berwick-upon-Tweed is now part of Scotland, and you would expect some two men and a sheep organisation protesting at the Scottish government's authority over them. Also, any English Democrats-style group would probably call for it to be transferred to an English parliament along with Monmouthshire.
