Perhaps Germany wins WWI and the UK descends into chaos, economic malaise, and violence. Strikes in Scotland are crushed using brutal force, a socialist republic is established in the mining regions of Wales and is also smashed to pieces. Something akin to the 1926 general strike.
 
I seem to remember there was a Welsh nationalist Terrorist group back in the early 80's. They used to do things like set fire to English owned holiday homes and send various people bullets in the post.

The next step is into full on IRA style terrorism. So not much of a step. Maybe have the miner's strike in the 20's dealt with more harshly, send in the Army, especially an English regiment and have them behave like an occupational army.

There was a website I visited a few years ago after a google search looking for British nuclear plans with the Royals in a WW3 evacuation.
Part of that had speculative fictional scenarios, which war games with miniature figures were based off. One of those was a WRA / WLibA defending a village deep inside Wales against a British Army attack. Correct ROEs and OOBs were used for the British while the Welsh defenders used IRA ambush tactics and weapons as seen in Ulster. There were other Welsh scenarios too, nothing Scottish I don't think.
I'm trying now to remember the site because it had a detailed & plausible history too of a (fictional) Welsh independence armed group going back to WW2 or even earlier.

In the '60s there was the Free Wales Army, often referred to as the Viet Taff, IIRC.

And also Mudiad Amddiffyn Cymru, which means, according to Wiki, Movement for the Defence of Wales, activities mainly centred around the north.

There was a 1970s Welsh (or Welsh set) comedy, The Perils of Pendragon, one episode of which was never transmitted as it was too close to one of the 1974 General Elections, and as the plot apparently involved Welsh nationalism of some kind it was felt innapropriate. I only saw one of the transmitted five - thought it very funny, a sort of Welsh Tales From The Lazy Acre.
