An Axis oriented China would not enter WW2, the Japanese- Chinese war would be a separate conflict, and Japan would not be able to attack European colonies. All in all Japan would still not recieve any help in China, the USSR might intervene, but they'd more likely try to help Mao or some other Communist.
 
If Japan never goes Pearl Harbor, than we probably never see the United States join in WWII. This isn't to say that Americans are entirely naive when it comes to foreign policy. With two of the three following scenarios (Nazi -dominated Europe, strong Soviet Union, strong Japanese Empire) than the US would enforce the Monroe Doctrine even more so, ie; they'd fight much harder for control within and against intrusions from without their perceived sphere of influence.
