AHC - Latin Powers at the table

I'm thinking of a TL focused around the late 19th early 20th century. I'm trying to nail down a specific ... well maybe not specific but a dominant POD. Primarily as I don't think one could form the plot setting for the TL. The setting involves a late Victorian era set of alliances (yes, I'm coming to the ATL elements) between various powers of the time. The element that's different is that I was hoping to have 1 or 2 powers made up of former Spanish American colonies. Some kind of merged Mexico with possibly Cuba and Central American and a South American power making up the entire continent save Brazil of course. Creating those as relative stable "powers" is only half problem. I also would like to see the development and rise of those two states alter OTL's version of the alliance system which took hold prior to WW1. Now I do not want Latin super powers, but just states that hold a position of an equivalent Brazil today. The POD would likely be post Mexican-American war. I envision a Mexico leading a revival of the USoCA after the loss. Later assisting a Cuban and Caribbean revolt throwing out Spain and economically then politically joining the Central American unit. Likewise in South America, something that could force or entice the various former colonies to put aside their differences and economically then politically unite. So a challenge and a request.
