What it says on the tin. I don't believe it can be THAT impossible if Russia did it with other central Asian countries that were just as crazy.

OTL. Pretty much everything before the Mughal Empire, and then again in the late Mughal Empire until the Durrani Empire becomes independent.

Or the Suris could do it had they survived- they themselves were Afghans, but obviously the Suri Empire would culturally become Hindustani.
