AHC: Largest possible Falkland Islands population?

What is the largest possible population that the Falkland Islands can plausibly take? How can we increase the population starting from the beginning of the 1800s? The Argentine city of Ushuaia, on the southern coast of Tierra del Fuego, has a population of 56,000. Could the Falkland Islands reach a population of around that much?
 
The problem with the Falklands is that they are isolated and geographically small, so there's little local industry, few outlets, few markets nearby in need of goods produced in the Falklands, and so there's little infrastructure which helps keep the population down. Maybe if the UK "commanded" that the Falklands be more populous, they might be able to boost the numbers by a few thousand, but that's probably it. :confused:

I see little reason for the population to grow. As an outpost forthe empire it did not need any more than a token to hold the island. It is also far in 1800s terms from all points of supply.
