AHC: largest Japanese diaspora

Currently the size of the Japanese diaspora stands at 2.6 million, disproportionally smaller than that of China, South Korea or even Taiwan.
With a POD in 1900, make Japan have the largest possible number of nikkei.
Possible solutions include more immigration to Brazil, no forced population movements in North America, etc.
 
Soviets conquers Northern Japan and founds People's Republic of Japan and USA decide invade to the islands instead nuking and millions Japanese flee.

The Soviets invades North Japan while the US drops 8 atomic bombs as planned. They also soak the islands with chemical weapons. The US made more in one day then all of WWI combined.

Japan also starves out, with the invasion the survivors fight to the last man. Anyone left gets the Hell out to avoid the brutal occupation.
 
TIf the Soviets hadn't removed the Japanese from Manchuria (and Korea?) while the US had been less paranoid that probably would have made a big difference. BC not being so darned racist would also have helped, but I doubt Canada would end up with that many more Japanese vs. Koreans (so maybe half a million at the absolute most?).
 
A Japan that focusses on soft power instead of military conquest?

Actual government policy to encourage the establishment of communities within countries that can eventually influence those countries favorable toward Japan.
 
Well, there's a smaller Japanese diaspora because Japan grew quite wealthy.

A Japan where the Meiji Restoration failed or never took place, and thereby remained poor for much of the 19th and 20th Centuries would see a significantly larger diaspora.

Perhaps a large famine, a la the potato blight? Some kind of long drought that kills the rice crop? (I don't know that much about agriculture, so what I'm suggesting may be wildly implausible.)

Wouldn't Japan be uninhabitable and the population displaying feelings of anger [at least among the surviving males between the ages of 10-70] after this? We are talking about 8 [!] atomic bombs and lots of chemical weapons, plus a possible invasion that is very bloody.
