AHC:Largest Carrier, someone other than the USA

With a POD after August 1945 and no nuclear war have someone *other* than the US Navy have the largest Aircraft Carrier in the world at any point in the 70 years after WWII.
 
Have Japan lose a Yamato class battleship in shallow waters near Sakahlin . Have it fairly well torn up in regard tot he upperworks and turrets . Raise it and then over 20 years have the Soviet union use it first as a war trophy then as a hull to build a carrier on . Strip as much armour off as possible then give it a full length angled flight deck . Aircraft capacity will be approximately 2/3 of a Midway with a slightly shorter flight deck . With no war rush the reconstruction would take a long period of time and be disguised as scrapping the hull and learning about it's construction . I would guess a displacement of around 70,000 tons . making her similar in mass to a forrestal .
 
North Korea gives up its nuclear programme in exchange for UN subsidies.

Inspired by its Dear Leader's large frame, it invests the subsidies money into building the biggest aircraft carrier ever, the KPN Kim-Jong-Un.

The Kim-Jong Un then routinely sails around the coasts of South Korea and Japan, making noisy threats to bomb them.

USS Enterprise (CVN-65) is a failure for whatever reason, the USN build more Kitty Hawks and JFK class carriers, while the Soviet Navy build Project Orel carriers from 1973 - Ullyanovsk class, but a decade earlier than OTL.

Have the British not abandon large deck carriers and make the logical jump to a Forrestal-class size ship before the Americans do
