AHC: large Nabatean empire

AHC: larger Nabatean/Petraean empire

With any POD you want, make the Nabateans control a larger region of the Middle East, and make sure they are a major force in the region, at let's say, 50 AD.

(I might use this for my TL, but I'm not sure about that yet)

Killing Herodes early would probably help. (I guess that the ROmans are not around in your scenario?)

The Romans are not around, my TL is about an Etruscan empire (see sig). I'm unsure when the butterflies will reach the Middle East, maybe Herodes is already to late for a POD, but I'm not sure, since the Etruscans will not really have contact with the region at that time.

IMHO, no Roman (or equivalent) meddling in the Levant means a far more powerful Nabatean state as a local successor power to the Seleucids. Their domain can comprise most of greater Syria at max extent, and with favorable butterflies even control Egypt at times (though I doubt that an outright domination of Egypt can be stabilized).

You can't really stop the collapse of the Yemeni states, which provided vital, vital trade for Nabatea.

But that will be later (first century BC and onwards, IIRC). If Nabatea grews stronger before, it could diversify its assets (assuming at least a relatively obedient Palestine).

Nabatea's problem is that their power-base is a lot weaker than its rivals in the area, and Palestine isn't a much better base.

Yes you can. You just need to stop the end of the Yemeni states, and keep the vital trade for Nabatea.

Except that environmental catastrophe destroyed those states.

EDIT: Laurentia I will beat you up

It depends on who are its rivals TTL. If they have to worry about say, Parthia, Armenia and Meroe, it could be viable. My example is kind of a stretch though. Egypt is likely to be around, if not Syria too.
