AHC: Large East Asian plurality/majority in a European state

Is there any non-Borderline ASB way for an East Asian plurality (at least 25% of population) in a European state in Europe (can be as small as Monaco, as large as Russia)

Geographical definitions of Europe are present day. East Asians = Chinese, Korean, Japanese.

Bonus points if East Asian majority (>51% of population) is achieved, though I find that borderline-ASB.

With a POD no earlier than 1000 AD, how could this happen?

No Return of the Torghuts in 1771 as the POD.

The Torghuts are favored by the nineteenth-century tsars for, let's say, exceptional loyalty and valiance during the Napoleonic Wars and the campaigns against the Ottomans. They sedentarize, undergo very high population increase in the nineteenth century, and are rewarded with Circassia following the genocide of the area's Muslims in the 1870s. A larger and more populated Kalmykia becomes a full-fledged SSR in the 1920s and is granted independence in 1991 along with the other Caucasian states.

How's that for a late POD?

Edit: Accidentally read "as small as Morocco" instead of "as small as Monaco," which is why I bothered with an 18th-century POD. In this case, just have a late Soviet-era POD (probably in the Stalinist era) result in an independent Kalmykia in 1991.

You can pretty easily accomplish something like this with a point of divergence well after 1900. How? Well...

I would like to add to this a similar proposal by right-wing thinktank the Adam Smith Institute:

The architect of this proposal in an interview with a presumably Hong Kong TV channel. The subtitle says "Britons have a moral responsibility towards Hongkongers." As to why exactly upper-middle class Hong Kong expats would want to move to Northern Ireland at the height of the Troubles, or leave for the most desolate parts of Scotland, I have no clue.
