AHC: Kuwait, a province of Iraq?

In the year before the treaties with Britain end (OTL in June 1961), the British decide to do so by transferring their suzerainty to Iraq in exchange for, I don't know? Oil rights?
That, or you could have Saddam wait until a Democrat is President of the U.S. and only then invade Kuwait. In such a scenario, I am unsure that the U.S. would have militarily responded to an Iraqi invasion of Kuwait.
 
With a POD after 1960, how could Kuwait become a province of Iraq?

How is this? George HW Bush dies at some point fairly early in the 1988 Presidential campaign. His running mate Dan Quayle, who bungled a couple of debates OTL, is now the Republican candidate. He screws up and loses the race, putting Dukakis in the White House instead. Dukakis's response to the Iraqi invasion of Kuwait proves half-hearted. He's unwilling to go to war over it, announcing sanctions instead with UN support. Saddam isn't impressed and Kuwait remains an Iraqi province.
