AHC: Kievien Rus-esque Slavic Union ruled by the Tsar of Russia

Challenge: With a starting time between, 1848 to 1920s, make an Kievien Rus-esque Slavic Union ruled by the Tsar of Russia, between Russia, Byelorussia (Belarus) , and Ukraine, and that dominates the Slavic Blakens, such as Bulgaria and Serbia, or Yugoslavia.
 
In what ways should it be like Kievan Rus'?

A decentralization of that level is probably not possible after 1900 without some cataclysmic event, but maybe I am interpreting it differently.

Sort of Slavic Union/federation between Russian Empire, Ukraine, and Belarus, that dominates the Southern Slavic Countries in the Balkans, and possibly Czechoslovakia and Poland (no USSR, this ones a Tsarist Slavic Empire)
 
Moscow could extend power to control Belarus/Poland, Finland, Baltic and Ukraine.

Also of note, lithuania/Belarus, Poland, Finland, and Ukraine were not always keen to be ruled from moskva as well., these states just didn't get a choice in the matter.

Ukraine and Belarus was considered core territory in the minds of Moscow and St Petersburg

Balkans are just to far out of reach and honestly while they are slavic/greek/turk with other groups thrown in. Russian they are not, nor did they ever want to be.

So, You would need 1. No Russo Japanese war, no world War 1 and more than likely no Nicholas II. You also have the Austrians in central eastern and Southern Eastern Europe, the ottomans and Italians.

Serbs and Bulgarians wanted to rid themselves of the ottoman yoke not gain a new master, same with Greeks.

Poles wanted independence and not be russified.

Start with a Russia that wasn't trying to russify other Slavic groups, but liberal enough to form a large loose union of independent nations in some form of giant trade/economic block
 
If the tsar needed to accept that much decentralization, then he wouldn't be the tsar anymore. If he were restored/retreated to Russia proper and regained power, then whoever kicked him out of Ukraine and Poland and Belarus isn't going to want him back anytime soon, and they no doubt have a great power or two on their side to help out. Since this Russia is weaker than the USSR, already has had a civil war/Great War style defeat, how are they going to win?

The key problem is this Slavic Union already existed, and it was called the Russian Empire and was led by the Emperor of all the Russias (which includes Great Russia, Little Russia, and White Russia).

Pretty much the OTL Russian Empire upon dismembering Austria-Hungary? Which once again brings up the problem that if the Russia Empire is strong enough to do this, why take a downgrade?
 
What would Russia have taken if it won ww1? I think Armenia, Galicia Lodomeria, Bukovina, Memel and the Straits. Anything else?
