AHC: Keep standing areas in top flight British football

With a POD either before or after the Hillsborough Disaster, keep standing areas at top flight British football grounds into the present day.
 
Standing areas were removed as a result of the Hillsborough disaster. No disaster means standing areas will remain.

If standing was around today would it be like the old-fasioned terracing or more like the German-style "safe standing" whereby seats are locked up for domestic games?

Even if Hillsborough took place, what are the chances of another similar disaster occuring at a later date?
 
The Taylor Report was used by the clubs/FA for their own ends.

The report stated that standing accommodation is not intrinsically unsafe, but the government decided that no standing accommodation was to be allowed at all.

Give Euro '96 to France instead ^^
