AHC Keep crime and violence in the US rising past the early 1990's

Throughout the 70's and 80's the assumption was by some that by the 21st century the US would possibly be this Mad Max style dystopia of crime based on the trends. However things peaked in the early 90's and has for the most part been decreasing since then.

How could that have not happened?

Well, there's the controversial Roe v. Wade Freakanomics theory about abortion correlating with lower crime. If you create a large increase in poverty, you could also see an increase in crime.

There was numerous factors that had caused the reduction of the violent crime rate in the U.S. since the early 1990's these are the most likely examples that were responsible.

1. - The Crack epidemic coming to an end.
2. - The passing and enactment of new laws mandating more stringent penalties for violent crimes including Three-strikes laws passed in many states making life sentences mandatory for violent criminals with 2 or more prior felony convictions.
3. - Increase of private firearms ownership and many states enacting shall-issue concealed carry laws with some allowing unrestricted concealed carry (Yes this has contributed to lower crimes).
4. - Advances in emergency medicine allowing more victims to survive which reduces the murder rate.
5. - Reductions in lead contaminates to the environment (According to studies claiming that lead exposure does lead to crime).
6. - A increase of the number of sworn law enforcement officers.

Finding a way to keep the crime rising in the U.S. after the early 1990's likely falls into the ASB category (That's my opinion).
