AHC: Keep America a regional power

In 1783 no one ever thought that the United States would become the world's sole super power. To my understanding most thought that it would either break apart, or at best become a regional power. I've seen plenty of attempts at balkanizing America up(myself included). What I want to see is America not broken up, but reduced to a regional power. I think the best way for this to occur is for the United States to not acquire Louisiana. In order for this to happen you would need either for the Supreme Court to overrule the purchase and declare it unconstitutional, or for Jefferson to put his political idealism before political reality.
 
No Hatian slave revolt let's france keep it's hold on the Caribbean so it doesn't have to sell louisiana in the first place. Napoleon will still lose but he might flee to New Orleans rather than being exiled. The war could end with the British taking control of Louisiana.
Another butterfly of no Hatian slave revolt is Haiti not being isolated from the US. IOTL it was kept isolated for fear of the idea of a black republic spreading to the american south. This would help ease tensions with southern slave owners and the north and might even butterfly away the civil war.
This would keep the US confined to the east coast without breaking it up.
 
Perhaps an American defeat or withdrawal from the Mexican War? At the time, the US logistical arrangement was in a terrible state, and there was a quite vocal opposition to the war from a large minority of northern congressmen. I think the expansion to the Pacific Ocean was one of the real milestones to ensuring the US would become a global power, and preventing that from happening might go some way to curbing American influence in the Far East and elsewhere.
