AHC: July 4th not the biggest federal holiday

With a POD after July 4th, 1776 make either September 17, 1787 (constitution signed), June 21, 1788 (constitution took effect) or May 29th,1790 (last of the original 13 colonies ratifies the constitution) a bigger national holiday than July 4th.
 
Hmm. I'm not sure how it's possible to keep the exact same dates. Ignoring that issue, perhaps if the nation quickly fell into disarray post-independence, or perhaps even before the fighting had ceased, so that several states actually secede from the new confederacy out of frustration, but return when a new constitution is being drafted.

With the end result that future generations see the Ratification of the Constitution as the moment the country began, and not at independence.

And/or, perhaps the war for independence is much shorter. It could have realistically ended around 1778. Suppose that happens, and in combination with the above, people see the writing of the constitution and unification of the Union as more significant to the formation of the country than independence day, although the latter would still be celebrated.
 
Have Andrew Johnson or Congress declare the end of the Civil War on May 29, 1865 and have Memorial Day and the commemoration of Rhode Island's ratification folded into the anniversaries of that event. By today, with the help of butterfly eating alien space bats, the last Monday in May is celebrated as Memorial Day in the morning and the 4th of July in the evening.
