AHC: Juche Serbia

Create a north korea like state in Serbia with a P.O.D of between WWII and lets say the fall of Yugoslavia.

What kind of events could lead to this, how would europe react to such a nation in their backyard.
 
The first thing that comes to mind is Slobodan Milosevic. Tito was too much for "Peace through Brotherhood" and too Western oriented for North Korea. Milosevic could try to forge a North Korea after Dayton, if the West would turn a blind eye, maybe after some warnings from Russia and grow his organized crime-implicated son to succed him and Serbia could well become a North Korea at least until the Arabue Spring, because with all the censorship, North Korean-Serbia would still border 3 NATO states.

Or Moldova, the Communists got into power legitimately by election in 2001. Have this happen earler and have then create a new, independent Moldovan communist republic.

Though the IRL Moldovan Communists seem to be as dedicated to Communist ideals as the other former Eastern Bloc ruling communist party-descended groups - i.e., not at all.
 
Serbia didn't even exist as a state in that timeframe, so yeah - impossible. As for Yugoslavia, you could get someone a crazier and more thoroughly bloodthirsty than Tito to lead it...but it still wouldn't be Juche. And it wouldn't last indefinitely.

Could absence of coastline be a factor here?

Whilst Juche is, of course, a fiction even in the DPRK, is it a maintainable one to even your own population with no direct sea access at all?

The Donor Nation Aid you rely on may be disguised as normal imports, but the myth of Juche is utter self-reliance (to the point where it's almost a religious tenet) which falls down if you've no ports.

Closest landlocked comparison to DPRK I can think of is Zimbabwe, but that's still nowhere even near Juche-level.
 
Have Tito die sometime in the second half of the 50's with power struggle between Ranković and Kardelj sundering the Yugoslavia with Ranković remaining in control of the Serbian part of the country instituting policy of self reliance and isolation.
