AHC: Joseph Goebbels defects from the Third Reich.

In 1997, Hwang Jang-yop defected from North Korea. His role in creating Juche and prominent role in North Korea's founding led the Washington Post to compare his defection to if Goebbels had defected from Nazi Germany.

So what if Goebbels did defect? How would things have to evolve in Germany for Goebbels to defect? Would anyone accept his defection or turn him over/execute him?

Simple: Hitler dies at some point during the war and the generals that take over are relatively anti-Nazi. Goebbels sees the writing on the wall and gets out of Berlin.

I suspect the Allies would take him for valuable intel, but someone will kill him sooner or later.

Goebbels seems one of the least likeliest out of the inner circle to defect simply because of his fanatical personal devotion to Hitler. If you ended up in a situation where Hitler is gone and the new leader is someone who is unacceptable to Goebbels, it's more likely that he would kill himself rather than defecting. Of course the most likely outcome in that scenario is that Goebbels ends up getting whacked.

Have the anti-Hitler Nazis somehow take over somehow, which were slightly more "nice" to the Western allies(out of pragmatism).

It’s not too out there. Goebbels was originally in the strasserist faction of the NSDAP, if he stayed with them until the night of the long knifes he’d probably defect if he isnt killed

If allowed to defect he might be subject to nosenko style debriefing through torture.
Not that the bastard didn’t deserve it.

Depends on when it happens. During the 30's? He lives a relatively normal life.

During World War 2? Same treatment as Rudolph Hess.
