It's Jean Lecanuet. As for his chances... He contributed to De Gaulle's relatively poor performance in the 1965 Presidential election (he was expected to win on the first ballot and only won on the second, 55/45% against François Mitterrand). That was the apex of Lecanuet's career. From 1966 onwards, Giscard's political aura started to grow - he was younger than Lecanuet, more articulate, better looking on TV, more liberal on social issues. And he was elected President in 1974. In order for Lecanuet to become president, you'd need to take Giscard out of the picture. And even so, I'm not sure Lecanuet could beat Mitterrand in 74.
