AHC: Japanese sponsorship of successful Philippine independence before 1940?

How large or early of a PoD would you need, to have a successful Filipino independence movement with substantial Japanese backing? And would such a scenario be possible in a world where Japan has an opportunity to occupy Indochina as OTL, whether it be from WWII in Europe as OTL, or alternative circumstances?

I'm specifically not aiming for a world where Japan ends up victorious with a colonial empire, so, if Japan had a subsidiary ally in the Philippines, what would the plausible outcomes be?

They did aid the Philippine independence movement in its early days in the late 1890s, we need the US to recognize PI in 1899 for that to happen. ITTL Japan US and other powers will have a rivalry on Philippine influence where PI plays all sides and benefit and becomes the power which can recon with Japan
