Longer war would help, and maybe the communist stalemate or less anticomunnist USA, that make the japanese feel all the brunt their deeds. How can you make Japan realize that yes, they were terrible (probably an understatement, but you get the idea) in their treatment of civilians in Korea and China, and be very apologetic about it? How can it happen?
That would probably just make the Japanese angrier at America. If anything they would feel even less sorry and claim that the American occupation was worse than what they did.Operation Downfall and harsher occupation.

Nobody outside of Japan would believe it, but if that was the official government line then most of the Japanese population would accept it. After all, it is only in the last few years that a majority of the Japanese population has come to accept the full severity of the war crimes committed by Japan. If they (politicians, not going to label a whole ethnic group in doing something) claim that then (and this is based off of American treatment of their portion of occupied Germany) they would be full of horse crap. An easy lie that would be written off the moment it was created.
