AHC: Industrial Revolutionary Party

Your mission, should you choose to accept it, is:

With a PoD no earlier than Isaac Newton's death in 1727, make industrialization a principle political issue in some fairly major power with at least some form of elections. Something like the Republicans and Federalists in the United States don't count, because (at least in effect) that was just one aspect of their larger differences in the proper role of the federal and state governments. Bonus points if you can actually get a major political party named the "Industrial Revolutionary Party."
 
You could argue Marxism fits the bill, considering that Marxism postulates the concept of capitalism developing the state into an industrial one and revolutionizing production, and then making a transition into socialism to destroy the capitalist state.
 
A fascist party in a minor nation in a world without WWII could also fit the bill. Expansion requires a military-industrial complex, right?

Hmm... So a more orthodox Marxist party in Russia might work, given that they'd propose industrialization leading to capitalism leading to eventual revolution. Interesting...
