AHC: Independant Azawad(Northern Mali)

Whoever's willing to subsidize this massive patch of desert de facto gets two votes in the UN General Assembly. This state would be like an African version of Mongolia, Timbuktu would be the go-to option as the only major permanent settlement of note. The Tuareg nomads wouldn't be harassed or forcibly settled the way they would be as part of a larger state.

However, its hard to build a viable economy around nomadic herders and traders, Azawad's industry would probably depend on any natural resources in the area. Mongolia was a de facto additional Soviet Socialist Republic for most of the 20th century, so Azawad would probably only happen as a client state of a country near it (Libya, Algeria, etc.)
 
There have also been numerous Tuareg rebellions. Perhaps one of them could be succesfull?
The thing is as long as France view Mali as it's sphere. It will crush the Tuareg. Remove France or have them view an independent Azawad as it benefit to it's sphere of influence in Africa.

Perhaps if Mali went communist France would accept a Tuareg state.

The republic of Congo(the small one) went communist but it still maintained ties with France. You would need a internally secured government to the point of avoiding a coup or rebellion which extremely hostile to France interests.
