AHC: Indepedent Tutsi state?

Imagine the Tutsis, who militarized pretty heavily after being raped and massacred enough by the Hutus in Rwanda and the Congo, had responded to the genocide and civil war and actually managed to form their own breakaway state in Central Africa from Tutsi land in eastern Congo and Rwanda and Burundi.

What would a Tutsi country look like, or even be called for that matter? And what impact would its presence have on the region?
 
Impossible. There's simply no place "where the Tutsis live" and nowhere to move to without displacing the local population.
 
Genocide is the traditional means in this region.

There's simply nowhere to go without the Tutsis expelling the population of another area. It would be like Israel being created in Bavaria after WW2, without the acceptance of the superpowers.
 
Some sort of enormous population swap between a Tutsi Burundi and Hutu Rwanda...?

That's the only remotely plausible scenario I could see, and that's going to carry the sort of horrendous human cost that probably would have the world sitting up and taking notice.
 
It has to do with centuries of politics in the relevant areas.

Tutsi and Hutu are essentially as much castes as esthnicities sensu-strictu.

It didn't help matters that the Germans and British in the area (Uganda-Barundi-Rwanda-Malawi) intervened and played favorites in a very hamhanded fashion.
