Your challenge, if you choose to accept it, is to create as the tin states, that is to construct a sedentary civilization wherein the ruler of a nation at least in terms of title is an object or construction. Possible objects/constructs that would be accepted for this challenge:

-A statue
-A castle or fortress
-A palace or garden
-A tree or natural item such as a mountain
-A holy relic of some sort, such as say a shroud or a piece of clothing
-A throne
-A crown
-A wall

This is certainly not exhaustive, if you have alternatives, do mention such and place my @, so that I may rule on whether such will be accepted. What will not be accepted for this, will be situations like in Mesopotamia, where the god would inhabit said item. This will not do, we seek a situation where the item is literally referred to as the legitimate ruler of said land and the people rule on its behalf and for instance, take rulings by way of dice or omens from the item that does not speak outright.

Your POD will be 2500 BCE, just to make things spacious. There will be exceptional points given according to the following:
