AHC: Improve the economic efficiency of the Axis powers

From numerous discussions in the post 1900 forum, a consistent theme emerges of tremendous economic inefficiencies produced within the Axis economies. Are there any processes that could be utilised to improve their respective industrial performance?

One of the issues this sort of thing runs into is that the kind of people who are rational enough to run a more efficient economy are also the kind of people who are rational enough not to impose a flagrantly racist ideology and drive their countries gleefully into a self-destructive war they have little to no chance of winning. So you kinda have to get rid of the Axis.

added to which the flagrantly racist etc etc driving towards a self destructive war policies are the ones which mobilise so much of the economy so early for military production. A rational economy makes shoes and export goods and suchlike, it does not put all effort into essentially unproductive military kit.

This kinda hints at the wider economic problem about producing weaponry for anything more than deterrence: they're essentially pointless, unless used as capital goods to acquire more wealth. By, well, conquest. So you have a big enough arsenal and it actually encourages aggressive warfare.
