How could a 'national ideology' of sorts mainly based on assimilation arise? Both assimilating newcomers (completely), and conquering areas and assimilating them instead of expelling or abusing the people there.

Both situations have happened throughout history, many times, but inconsistently, and usually only one of the two.

The Iroquois Confederacy is the only example of this I can think of; they accepted in many newcomers (often captured enemies), completely assimilating them, and at the same time spread their culture outward.

Bonus points if the society does not end up changing course and becoming either reactionary and preventing further assimilation, or liberal and deciding not to assimilate and just leave newcomers' cultures alone.
