AHC: Hutus retake Rwanda

The thread about the genocide got my mind hung up on the aftermath of the Rwandan Civil War. The RPF took over the country and has ruled it ever since, with the minority Tutsi in control of all apparatuses of state.

The Hutu Power movement for the most part fled into Zaire, and from there, plotted to return to Rwanda and try to retake the country. This never happened OTL, as the RPF's intervention in the Congo Civil War and ouster of Mobutu led to the power of the remnants of the Old Rwandan Army and the Interhamwe militias being scattered, in addition to some payback massacres of Hutus in the refugee camps (perhaps up to 200,000 killed) and a pervasive lawlessness and no man's land engulfing Eastern Congo that arguably still has not gone away.

Basically, the challenge is for you to figure out a way for Rwanda to get another extremist Hutu government back into power after the end of the Rwandan Civil War. Demographically, the Hutus are still a large majority in Rwanda despite the Tutsi victory, with the genocide having a fair amount to do with that. Perhaps this population could be re-radicalized by the actions of the RPF or the transmission of clandestine hate radio.....

To clarify, you don't need a genocide part 2 in the case of a Hutu reclamation of power, but the prospect would be likely.
