AHC: Human sacrifice part of all elections.

What would it take for human sacrifice of the loser to be considered a major part of all elections? The POD can be anywhere after the founding of Rome. Bonus points if the sacrifice involves the winner personally killing and eating the loser.
 
Erm... what?
Elections are usually about resolving differences within society through civil, non violent methods. They are appealing, among other things, exactly because the losers are usually able to hope to be personally unharmed by the process.
Inserting pretty brutal rituals involving sacrifice and cannibalism does not fit well with that pattern.
Other means of choosing leaders such as, say, ritual combat or casting lots may work with it, but sacrifing and eating the loser sort of defeats the whole point of holding elections in the first place.

Well, I honestly have no idea, but I suppose that a tweaked Aztec Empire could have something of the sort. I mean, have it - somehow - to turn into an elective monarchy (this should happen after Tlacaelel's reforms I think) where a council of notables elects the new king out of a pool of candidates. All the other eligible ones are sacrificed in order to avoid challenges to the incumbent.
Political career in Mexico would be dangerous.
But anyway, this doesn't seems very good even for Aztecs and is wildly unlikely to spread anywhere.
