Alternatively, couldn't the Ottomans get involved in the spice trade and the lucrative trade with China in order to get the money they need? I mean, how else would the Turks get the money that they will need to build a huge navy. On the other hand, Kurtoglu Hizir Reis was probably the only Ottoman admiral that I can think of as a good expeditionary leader. Which will mean that besides him, the Turks will need their own version of Peter the Great.

I'm pretty sure the Ottomans are involved, otherwise how would it matter if the trade routes shift?

The problem is that the state only gets part of the profits from commerce.

You don't need a Peter the Great, you need a here-and-now reason why its worth spending large sums of money when the Imperial forces are already stretched across the empire's extensive frontiers.
