AHC: Hitler and Mussolini born in the same state

My state (Rio Grande do Sul,Brazil) is famous for the great porcentual of immigration of Germans(from Germany and Austria) and Italians(here having regions of city that the large population descending from immigrants of this countries). This raised me some ideas from write my first timeline:

1-is very impossible make the parents of Hitler and Mussolini immigrate to here and there their born (in the respectives german and italian areas, not in the same city obviously)?
2-if is possible, what can be made to cause their immigration, maybe some civil war in Italy and Austria or something else?
3-been immigrant’s sons, how this will affect this political trajectory?

I agree. Though while Hitler in America comes up once every blue moon, don't recall that I've seen a similar trope for Il Duce

It doesn't even have to retain more of Italy. Just have Alessandro Mussolini, in trouble with the Italian police for his violent socialism, temporarily flee to the Italian-speaking southern part of the Princely County of Tyrol...
