AHC He-100 and not the Bf-109.

In many ways the Heinkel He-100 was a better aircraft than the Messerschmitt Bf-109.
So how would you make sure the He-100 get's into production?
 
The He-100 was _far_ more costly and time-consuming to build than the Me-109. This was later partially fixed but still more Me-109's than He-100's could be built.

And Messerschmitt was favored whereas Heinkel wasn't.

#1 Make Ernst Heinkel part of the pre-war Nazi inner clique.

Him and Fat Hermann didn't get along as the years went on, but Ernst and the rest of the Nazis wasn't so great either, before 1933 even.

#2 A way you aren't looking at, is to have it built by the Imperial Japanese Army or Navy in large numbers

Ernst Heinkel got along great with the Japanese Government, unlike the Nazis.

Easier to get the Japanese to make his designs, Aichi and Heinkel did work together pre-war, than in Nazi Germany
 
Willi got a 5 year jump on Ernst on the development of a fighter worthy of production and further development. The He-112 would have to have been replaced in the design stage by the He-100 of 1939. The steam-cooled system would be forgotten, replaced with a common tub as per Ki-61, or something more imaginative with Meredith effect. The wings could be more generous in area. The Me-109 had more area and the Ki-61 increased it over 25%. Maybe the undercarriage wasn't that weak. Maybe it was only the hairy landing speed. Maybe stronger gear anyway.

So all it takes is to realize the mistakes and lessons learned in 5 years in the blink of an eye, and, Bob's your uncle, He-100s are rolling down the production lines. Or Goering hears Willi calling him a fat, ugly, stupid sunnamabitch.
