AHC: Have The Khorasan Region Be One Country

Have the Khorasan region (consisting of Afghanistan, Tajikistan, northeastern Iran, southeastern Uzbekistan, eastern Turkmenistan, southwestern Kyrgyzstan, and to a lesser extent Pakistan) become one nation in this world.
 
Post-1900? Sounds reasonably hard. Maybe, during the clusterfuck of the Russian Revolution, such a state can form as some confederation of emirs and whiteguards as a bulwark against the Soviets, popped up by maybe the British. Iran would also have to collapse as a result of the WWI Persian campaign, resulting in the disintegration of central authority and northeast Iran joining this new Khorasan state. As the Soviets hadn't yet built up and cemented the national identities in the Central Asian region by this point, this seems pretty plausible to me, although I can't see any realistic way to include Afghanistan.
 
If you can convince Baluchis, Hazaris, Kazaks, Pathans, Persians, Tadjiks, Turkmen, Uzbeks, Wazaris, etc. to cooperate, you are better than any statesman born during the last 300 + years.
