I do not see this as happening with a comprehensive peace settlement between Israel and all its Arab neighbors, and even then it would be difficult.

1) Ha, ha, ha, ha
2) Seriously, Israel felt it needed those weapons given the hostility around them.
3) So, unless you remove that threat a) 90% of Arabs die or b) human nature changes or c) Israel becomes a state of the US or d) ...???
4) as you can see, 3 pretty much requires ASBs

Why did Israel never sign a defense pact with the US? No Arab nation would dare attack.

No point in spending millions on nukes. Or a large military.

1. The USA never offered such a pact with Israel and it never would. Its one thing to be a supporter, with a "NATO type" agreement the USA loses all ability to have any sort of relationship with any of the Arabs.
2. Israel would never ever count on this. With good reason the Israeli attitude is "it's nice to have powerful friends and allies, but NO WAY IN HELL are we ever going to count on them to be our primary means of defense."
3. Israel is always on the short side of the numbers game, and tech/skill advantage only goes so far. If the Arabs ever got serious and were willing to spend enough blood, especially if the superpowers were out of the equation, Israel could potentially lose which means no Israel, and many Jews killed the rest kicked out. Having nukes means the price of doing this is always higher than any sane (or even semi-sane) leader(s) would pay.

Historical Note:
Zionism (modern) was fallout from the Dreyfus Affair in France, which was a secular country, where Napoleon had opened the Ghettos and given Jews citizenship etc. yet in this most enlightened of European countries the Affair unleashed a huge storm of anti-semitism. Germany prior to Hitler had the highest degree of assimilation but look what happened, and also note that the countries of the world including the USA all turned the Jews away before the Holocaust when they could escape. Given this modern history, to say nothing of the current resurgence of anti-semitism in Europe, expecting the Israelis to give up their best guarantee of survival (the ability to make war too expensive for an enemy) and depend on the good will of other nations and treaties which can be ignored at convenience is ASB.

Did Israel will never sign this and never even acknowledge that they have nuclear weapons. In essence if they will sign it it would just be like admitting they have nuclear weapons and will spark a nuclear arms race in the mideast. :D

I think the existential threat could only be removed if the only real danger for Israel were the Palestinians, but not an Arab state supporting them. This requires a very early peace accord with both Egypt and Syria, possibly even Iraq, as all of them were backed by the Soviet Union. In Syria and Iraq, the Baathists have to be prevented - maybe with a totally failing Syrian intervention in Jordan in 1970.

Or how about Egypt stays an ally of the West? Nasser was no friend of communism, so that's not totally ASB. If Dulles supports Nasser and helps out with the Aswan Dam (Anthony Eden even proposed an arms deal!), Egypt might become allied with the West, leaving it in a similar position as OTL Jordan.

Israel would only sign the NPT if it became an 'official' nuclear power along with the old 5. This goes against the very essence of the NPT, so I'd suggest that the chances of this occurring are remote.

Maybe as a part of an all-around "peace package" during the Camp David peace talks? Barak and Arafat agree on peace and a Palestinian state is created. For security reaons, Israel demands to be recognised as an official nuclear power, but the US only allows this if Israel signs the NPT in the process.

I don't imagine it occurring during the Cold War. The Soviets are backing Syria and other states and groups in the region and they'd have to agree to Israel's inclusion in the NPT as an official nuclear power, and I doubt they would.

Perhaps after an Israeli defeat (without or after using nukes). Alternately, if Israel loses all foreign support (best bet: 1967, after attacking UN peacekeepers and the USS Liberty).

IIRC France was instrumental in providing key resources for the Israeli nuclear weapons programme as a quid pro quo for the Suez Crisis and to a lessor extent Britain also provided some dual use items, have them decide to not do so but instead rigorously enforce nuclear controls. Whilst this would delay them a fair while Israel would develop nuclear weapons eventually if they decided to do so, if they go long enough without them though they could decide that they're unnecessary and not worth the expense. Best I can think of.

Delay the treaty by 5-10 years. And word it so that whoever has the bomb before the treaty comes into force (whether or not they sign it before it comes into force) is a 'declared nuclear power' and thus gets to keep their nuclear arsenal. Sure there would probably be 3-5 additional nuclear powers by then, but that is unlikely to pose much of a threat to the balance of power. Just like OTL, really, where the only nuclear power causing problems is North Korea.
