AHC: Have Ireland regain its 1840 share of the world population by the present day

With better policies/luck/planning the economy post 1922 could be better leading to less emigration which would lead to a higher population but getting to the point of even 10 million I think would be a massive ask. Right now after adding over a million people (both natural growth and immigration), the Republic's population is still only 4.6 million, combined with NI that's still only about 6.5 million.
