Maybe also Chechens, Ingushets, Circassians and others Caucasus peoples are convert to Shia. Maybe they somehow are more Persian culturally influenced like the Azeris.

Its the other way around, in OTL the azeris converted the farsis to shiism. Modern Iran was refounded by the azeris.

Hard to tell, the north easter caucasus was already sunni and in the northwest the Circassians only converted to sunni in reaction against russian expantionism in the area, and because the ottoman influence. But the north caucasus has always been a hard place to control. So in order to convert them, they need to be "seduced", an for that Iran needs to project power in the region when russian imperialism threatens them, and be in a better position to aid and protect the NCau then the ottomans.
 
Converting isolated people are an option. Like the Kalmyks in Russia. Converting them might have so decent effects.
