AHC: Haitian occupation of Santo Domingo to the Present Day

Your challenge, should you accept is to have the Haitians keep Santo Domingo (OTL Dominican Republic) for as long as possible. (Bonus to if you have them keep it to this day)
 
All you need to do is stablize Haiti's domestic and financial situation enough that the people of that region don't feel the urgency to rebel against the central government.
 
If it last until today, it would have needed to cease to be an "occupation" since a long time.
I know that some "occupations" stay such for long times (try ask Palestine or East Timor) but two centuries seem a bit much.

That's not that hard to do, here's a crack at it.

Hatians had significant advantages. They had a population around 8 times the size of Santo Dominigo, a well trained and experienced military built from years of fighting the French (Santo Domingo by comparison had no formal military forces) and a good economy. (Haiti, or rather Saint Domingue, as it was called during the colonial period was France's most profitable colony)

First off, Haiti needs to pay off its debt. A large reason for the Dominican revolution was the high taxes on Dominicans that Haiti used to pay off its debt to French colonists.

Also, don't act like pricks to the natives and give whites some rights (whites could not own land in Haiti at the time). Also don't turn the Dominicans into second class citizens and make efforts to integrate them.

Reduce corruption and eliminate dissent quietly, and particularly have Juan Pablo Duarte, Fransico Del Rosario Sanchez (along with the rest of La Trinitaria) and Matias Ramon Mendez eliminated.

Also deal with the Dominican elites and Criollos. They wanted conservatism, deals with colonial powers and regionalism.

Simple. have Toussaint L'Ouverture not captured/killed by Napoleon. . After him there was many revolts by the Dominicans and the Haitian response was to go in Santo Domingo rape,pillage and kill them.(Faustin Souloque) When Toussaint invaded Santo Domingo he came as a liberator. His successors came as pillagers. the Dominicans did not mind Haitian occupation they only killer was the high taxes,corruption from the government.

So have Toussaint alive into the late 1810s. He was a good ruler and the Dominicans loved him. Eliminate corruption, integrate them into Haitian society. Allow french and Spanish as the main language. If you butterfly the massacre of the whites maybe you can some white nations willing to deal with Haiti and maybe Latin american countries as well. With that the island would be stable and its economy would be prosperous. Just keeping Toussaint alive would make things better. Then have Henri christophe succeed him then things would be stable. Do not have Dessalines or petion leaders since they were failures. Tu butterfly away the debt this would mean war with France. Boyer only accepted France's terms when he saw 14 french warship outside the coast of Port Au Prince. this lead to his unpopularity and coup detat. So if Toussaint lives well into the 1820s. christophe probably succeeds him and he would fight the french again. So after the war of independence make Haiti a highly militarized society. Keep Toussaint nephew Moise alive since he was just as ferocious as Dessalines. Have a second war with France in the 1820s which the French lose again as the blacks fight hard not to be slaves again. That would eliminate the debt to France. It could last from 1825-1830. I do not know how the french military was like post Napoleon in the 1820s. Does anybody have a clue what the french military was like in the 1820s.

Any European army is going to have a tough time invading Haiti. Look at what happened to Napoleons army when HE tried it. Malaria, Yellow Fever, etc. All it really takes is holding actions long enough the the European army loses enough troops to disease that they give up.

Not to mention hundreds of thousands of newly freed battle hardened blacks who remembered slavery,and the atrocities the French during the last war. This would galvanized a resistance that I do not think the french would win.The terrain,yellow fever and massive manpower Haiti had would be enough to turn this expedition into a disaster. Would it be bloody and messy? Yes but it would had further solidified Haitian independence. Boyer however was a coward. In Haitian history we consider him a coward who would rather then fight took the easy way out and put Haiti in economic ruin. If it was Dessalines,Christophe,or Petion they would have said up yours to Charles X.
 
I kind of like Marcus Crassus' idea here (and think it would make a good TL) but I would like to add that I think it would be absolutely necessary to snuff out the sense of separateness on the two sides of the island as quickly as possible to make this work; Santo Domingo must become Haiti to remain a part of it. The most important part of this would be for Haiti to puts its large population to use and settle as many francophone Haitians in (former) Santo Domingo.

As for the Haitian military, I wonder what use that army would be put to later? Spain? France again? The US? Perhaps some sort of military disaster at the hands of a foreign nation down the line would even be good for the country provided that they maintain their independence in the end. You know, like a "battle of Puebla" kind of thing. Anyway, I wonder if a bad experience in a few wars might force some positive changes on the government?

Note that Toussaint did not want to actually declare independence from France. He wanted to rule as basically the colonial governor. If he isn't kidnapped, Haiti doesn't formally become independent and the issue of reparations to France probably doesn't come up. It was after he was taken away that the Haitians rose up again and declared independence.

You are indeed correct, had Toussaint lived, Haiti would actually still be a French colony, rather than be independent. Of course how long he would continue as Colonial Governor would probably only last as long as the Republic or Empire holds...
