AHC: Gypsy Nation

With the latest possible PoD,* how can the Romani people -- who, as OTL, were the one of two ethnicities targeted for extermination by the Nazis -- have a state of their own? I'm looking for a country where said people comprise at least half the population, or citizenry...

*eg WWII still happens
 
ASB. Before the war there was nothing comparable to the Zionist movement. The ancestral homeland of Rajastan is too remote and poor for the Roma people. Stalin wouldn't agree to any mass population transfers in Eastern Europe which could destabilize any Soviet Bloc states (other than annexing eastern Germany into Poland, but Germans were considered guilty).

Wouldn't Stalin (like most European leaders) be all too happy to get rid of gypsies in the Soviet Union. And it's not as if "mass population transfers" did not happen under his rule.

Sounds like the Soviets setting up a state inside Romania is poking its head out as a possibility...

It's possible, but unlikely. Currently, Romania is about 5% Romani, but they are, as always, widely dispersed.

You'd have to have three factors:

1. Greater concentration of the Romani people within one country (probably Romania).

2. Higher levels of persecution, leading to an increased desire for a separate state.

3. But not have that higher persecution level result in higher death tolls or expulsions.

Here's a thought -- what if Communist Romania were to institute a second persecution of its Romani population, leading to a mass exodus? If a majority of said exiles concentrate into a particular country that already has a high Gypsy population -- maybe Yugoslavia? -- this could in turn eventually lead to a greater concentration of the population than OTL, which could beget a country that happens to have them as a majority...
 
In the aftermath of WWII, the U.N. decrees there ought to be a Romani homeland. As far as anyone can determine, their original homeland was somewhere in northern India; and since neither India nor the newly-created nation of Pakistan wants the other to have Kashmir, it gets turned into a buffer state...
