A mix of more military bases in the archipelago (military Keynesianism), more retirees, and a variety of other factors boost the population. Rota and Saipan in particular have much larger populations.
With ~400,000 people and an income of around 35,000 the state of Guam becomes the 51st state following the Cold War.
