How could Johann Wolfgang von Goethe become ruler of a german state? I guess either as an democratically elected president of a revolutionary germany or he gets a principality during the Congress of Vienna. It's not like he's completely unfit for this job as he was basically the second most powerful person in Saxe-Weimar at least before he left for Italy.
For people who don't know him he was the most famous german poet of his time and also a (failed) scientist and minister in the duchy of Saxe-Weimar.
