AHC: Get the Cape Universal Franchise expanded across South Africa.

A common trope in AH is to get the Cape Universal Franchise expanded across the rest of South Africa. Your task is to get that to happen as much as possible, any POD can work.

Does the Confederation nonsense need to be averted? Does Cecil Rhodes need to die? Does the First Boer War, or the Second, need to be averted? Anything else?
 
As I understand it, in the Cape the British see the natives as potential political allies against the Dutch: in Natal, the split is very much 'black vs white' which leads to the 1856 franchise (already higher than the Cape) being further restricted with residential qualifications and a laborious registration process in 1865. I can see a few opportunities there:

  • If Natal had been annexed to the Cape rather than run as a separate colony, they would have shared franchises.
  • If there had been a tighter balance between Boers and British in Natal, the British might have encouraged rather than restricted native voting.
  • If both the governor of Natal and the Colonial secretary hadn't been replaced in 1864, they might have struck down or amended the provisions of the disenfranchisement act. Scott, the previous governor, had proposed a relatively mild bill which was later strengthened by the legislative council to produce the 1865 measure.
This puts you in a better position to keep the Universal Franchise, but doesn't accomplish it on its own.
