AHC: Get Catholicism to use Icons over Statues

So, what would it take to get Catholicism to follow the Orthodox path in venerating icons rather than statues of the saints? Would it just be a papal decree? Would it stick or would you see some sort of Iconoclast controversy with statues instead of icons? Would the lack of statues lead to different church designs for maximizing iconography?
 
Icons are still venerated in the Catholic Church, only along side statues, reliefs, frescos, and stained glass.

I'm not sure for certain, but I'm guessing the reason why the West diversified from mere icons to other forms of art was probably due to not having the iconoclast controversy to the same extent as what happened in the East. This probably allowed more artists in the West to gradually evolve their art and try other media (in addition to icons) without interruption.
