Ok, I put it as an AHC because I don't have any ideas about good PODs. The general idea is to get Germany and Russia, or the USSR if Russia goes communist, to have an alliance not unlike the OTL Anglo-French relationship. No date restriction in the POD, it can be before WWI, it can be in the interwar period or even after WWII (or an ATL WWII) as long as Germany remains united and independent.

For one thing, you'd need a PoD before 1900 for that to happen. I suppose The Twin Eagles and the Lion by OnkleWillie could qualify as that AHC.

Weimar Germany and the USSR were developing such a relationship, albeit more out of necessity and lack of alternatives than love or mutual interest. So keeping Weimar alive longer could go that way, if the French maintain their "isolate Germany" policy, though this less thanmore likely.
Pre WWI Germany and Russia did not have many colliding intrests, and most of their differences regarded the Balkans/Turkey. If Germany was to change its foreign policy by sticking to Bismarck's ideas of "nothing to do in the Balkans, and make a good deal with Russia", I could see the two becoming allies. Maybe if Austro-Hungary reformed in some manner that no longer made it a suitable ally for Germany (Franz Josef dying earlier, A-H federalising) you could see Russo-German alliance against a Franco-Austria Entente.

As others have already pointed out the easiest way to achieve this is simply to keep the Wiemar republic in place. Germany and the USSR were already on good terms and likely would have remained so almost out of necessity. They were both seen as pariah states and had common interests in opposing the West and in Poland. Friendship or even a formal alliance would have made good strategic sense for both sides. And while they would have had opposing ideologies that was just as true of Third Republic France and Czarist Russia. Politics and strange bed fellows and all that.

Tsar Nicholas and Kaiser Wilheim had quite a strong relationship and were even cousins by marraige, an German-Russian pact was more suitable and historically fit than Germany-Austria.
