AHC: German region of Belgium

With a POD of 1900, give the German community of Belgium it's own region, like Flanders and Wallonia.

Today the German community of Belgium is just a community and not a region, meaning that the Germans don't have their own legislative and executive parliaments like in Flanders, Wallonia and Brussels.

How can this be achieved? While the easy way out is to simply give the Germans their own region as part of Belgium's constitutional reforms in the 70s and 80s, but to make it more interesting, how can the Germans develop their own regional identity beyond their language? Perhaps calling themselves and region after a former German-speaking state in the Holy Roman Empire?
 
You probably need to make Belgium have more German people. Maybe make it larger. Maybe Luxembourg is merged into Belgium at some point and its inhabitants are categorized by Belgian authorities as Germans with a different dialect? But that would need French support, I think.
