Realistically, what could have been done to ensure that the German Reich, with either Kaiser Wilhelm II or the Crown Prince at the throne, transitions to a full constitutional, representative democracy by the year 1950, while retaining its 1914 borders?
Could a tactful enough politician disengage the bellicose course of Weltpolitik in this short timeframe? Most importantly: would avoiding the Great War at all help the transition to full democracy?
Extra points if you can ensure either a separate African/East Asian Landtag with representation in Berlin, or outright full, peaceful decolonisation by no later than 1960.
