AHC: German Emperor-French Kaiser?

A Swiss German who is culturally French still fulfills the OPs challenge. I also like the irony if it's one of Rouesseau's Swiss villagers brings the iron boot of dictatorship to France.
 
Such a constellation is theoretically possible, but unlikely. The best option would be to have the King of Rome, Franz, Duke of Reichstadt survive long enough to marry a german princess and father a legitimate male child, with the mother dying in childbirth. He himself also dies before 1848, but not before fathering a second legitimate son with his second wife, who happens to be french, so that his younger son is 3/4 french. His older son, who is 3/4 german manages to become TTL's Napoléon III. After a victorious franco-prussian war this Napoleon III installs his younger brother, who is 3/4 french, as emperor of a recreated Confederation of the Rhine.
