What would be needed to avoid having Gerald Bull leave Canada and work for the Iraqis and subsequently working on Project Babylon and be assassinated by Mossad?

What would be the possible changes due to this?

The easiest one I can think of is him getting more funding for project HARP, which might lead to him still working for Canada. Not sure how you would go about doing that though.

If continued work on project HARP gave results, and Bull stayed alive, there's a possibility that there might be a gun-based system used to launch small, hardened satellites into orbit by now. It would eliminate much of the need for having a terrible mass ratio to get into space, and might be cheaper.

If he stays in Canada, there might also be various improvements in artillery pieces and shells, which could make various wars more deadly.
If Carter is not elected, he might not get in trouble for selling arms to South Africa.

No to Trudeau?

What if Trudeau had not become PM of Canada in '68? The unification of and cuts made to the Canadian military made less defense work in Canada. If Trudeau hadn't happened might there have been enough work in modernizing the Canadian artillery to keep up with the Soviets to keep Bull here and help fund his side projects into space launches?
