Your challenge is to have the French Revolution be as non-violent to individuals as the US war for Independence was. (Not that it was safe in some areas to be a loyalist but it wasn't institutionalized or really supported by the National leadership)
POD: 1783 or later. (so you can adjust things prior to the storming of the Bastille)
You can still have armed conflict within France, but the result of the Revolution should see the following: Louis XVI either in Exile, long term Prison or Greatly reduced in Power (somewhere equal to or less than the power of George III).
The Guillotine can be used, but must be limited (more or less) to those crimes where the English or the Genoans would have executed them as well (Murder, Rape, etc.)
The Government after the Revolution should end up in control of at least half of Metropolitan France (including either an Atlantic or Mediterranean port) (losing control of either Louisiana or Haiti for example is fine)
Bonus points for having the Catholic church's power be reduced without being functionally eliminated (as it was in OTL).
