AHC: Federalist Reign of Terror

Thomas Paine, almost a fatality of the French Reign of Terror, later claimed that America had had its own version: "The reign of terror that raged in America during the latter end of the Washington administration, and the whole of that of Adams..." https://books.google.com/books?id=RHpMAAAAMAAJ&pg=RA2-PA55 Challenge--make this outrageously exaggerated characterization of the Federalist era accurate: instead of a few editors going to jail under the Sedition Act, mass executions of "Jacobins". Of course, an actual rather than Quasi-War with France would help, but would even that be enough?
 
Jefferson is found out having been involved in the Kentucky and Virginia Resolutions. An arrest is attempted for Jefferson on the charges of treason, but he flees to the South. Pro-Jefferson milita force back the marshalls (it is them who'd go after Jefferson right?), possibly killing them. Military is sent in to arrest Jefferson and the milita. More bloodshed follows as the two forces fight a bitter battle.

Things only proceed to get worse as Washington publicly denounces the resolutions, Jefferson, the "mob" who protected him, and says they all should be hanged for treason.
